Effiziente Besteuerung wohltätiger Spenden
Diese Diplomarbeit beschäftigt sich mit der Frage, ob die private Bereitstellung öffentlicher Güter subventioniert werden sollte. Insbesondere wird hier auf Spenden an Organisationen eingegangen, die einen wohltätigen Zweck verfolgen. Diese stellen eine Ergänzung zum öffentlichen Sozialsystem dar, die sowohl dort eingreifen, wo staatliche Hilfe nicht ausreicht, als auch aufgrund von weniger bürokratischen Entscheidungskriterien stärker auf individuelle Notsituationen eingehen können. In der Praxis findet eine Subvention von Spenden genau dort Anwendung, wo Spendenbeträge vom zu versteuernden Einkommen abgezogen werden können. In diesem Fall entspricht die Subventionsrate genau dem Negativen des Einkommensteuersatzes. Um die Frage einer effizienten Besteuerung von Spenden klären zu können, werden verschiedene Modelle vorgestellt und erläutert, sowie auf ihre Realitätsnähe überprüft. Den behandelten Modellen liegen unterschiedliche Annahmen zugrunde, was sich besonders bei der Gestaltung der Spendenmotive auswirkt. So handeln die Individuen im ersten Modell aufgrund von Standard-Präferenzen und sind nur an der letztendlich bereitgestellten Menge des öffentlichen Gutes interessiert. Im zweiten Fall ist den Individuen auch der eigene Beitrag zur guten Sache wichtig, der Prozess der Allokation tritt also in den Vordergrund. Diese Präferenz-Struktur wird mit Warm-Glow bezeichnet und steht ganz im Gegensatz zum dritten Modell, in dem eine Spende ausschließlich als Statussymbol dient. Das lineare Steuermodell im vierten Fall greift auf die Annahme von Warm-Glow-Präferenzen zurück und untersucht insbesondere die Effizienz einer Subventionsrate, die an den Einkommensteuersatz gebunden ist. Aufgrund der unterschiedlichen Gestaltungen der Anreize für Wohltätigkeit kommen die Modelle teilweise zu gegensätzlichen Resultaten. Während sich im Fall von Standard- oder Warm-Glow-Präferenzen die Einführung einer Subvention von Spenden positiv auf die Wohlfahrt auswirkt, kann im dritten Fall, in dem Spenden als Statussymbol fungieren, sogar eine Spendensteuer effizient sein. Abhängig ist dies davon, ob die privaten Spenden zu einer Überschuss-Bereitstellung des öffentlichen Gutes führen. Diese Feststellung wird auch im linearen Steuermodell gemacht. Um eine überschüssige Bereitstellung zu verhindern, sollten Spenden hier entweder weniger subventioniert oder im Extremfall sogar besteuert werden. In dieser Arbeit wird auch ein Blick auf die Situation Österreichs geworfen, wo zurzeit die steuerliche Absetzbarkeit von Spenden nur eingeschränkt möglich ist. So können in Österreich karitative Spenden, die in dieser Arbeit besonders berücksichtigt werden sollen, nicht von der Steuer abgesetzt werden. Letztendlich kommt diese Arbeit zu dem Schluss, dass eine Förderung der privaten Spendentätigkeit sinnvoll und effizient ist. Für den Fall Österreich wird vorgeschlagen, den Forderungen nach Subventionierung eines breiteren Spektrums von Spenden nachzugeben.
