Eingeschränkte Wettbewerbsfähigkeit trotz konjunktureller Erholung
Im kurzfristigen Ausblick attestieren die aktuelle Wirtschaftsprognosen Österreich eine konjunkturelle Erholung. Diese Entwicklung am aktuellen Rand sollte allerdings nicht darüber hinwegtäuschen, dass Österreich sowohl im Hinblick auf härtere ökonomische Indikatoren wie Arbeitslosigkeit, BIP pro Kopf oder preisliche Wettbewerbsfähigkeit, als auch bei weicheren innovations- und humankapitalorientierten Indikatoren im Vergleich zu anderen Volkswirtschaften in den letzten Jahren an Boden verloren hat. So findet die öffentlich kolportierte "Trendwende" auf dem Arbeitsmarkt auf dem Niveau eines historischen Höchststands bei der Arbeitslosigkeit statt. Und die Wachstumseinbußen seit 2011 beim BIP pro Kopf sind längst nicht aufgeholt. Wäre die österreichische Wirtschaft in den letzten Jahren genauso kräftig gewachsen wie die deutsche, so wären seit 2011 rund 34 Mrd. Euro Bruttoinlandsprodukt mehr erwirtschaftet worden. Hinweise auf notwendige Strukturreformen liefert Österreichs Position in internationalen Standortrankings, die sich für den internationalen Vergleich der Attraktivität und Wettbewerbsfähigkeit etabliert haben. So wird Österreich sein hohes Lohnniveau nur halten können, wenn die österreichischen ArbeitnehmerInnen nicht nur überdurchschnittlich qualifiziert, sondern auch überdurchschnittlich produktiv sind. Die Ergebnisse dieser Standortrankings zeigen Reformbedarf in Hinblick auf die institutionellen und wirtschaftlichen Rahmenbedingungen: eine niedrigere Abgabenquote, weniger strikte Regelungen zu Arbeitszeit und Lohnsetzung sowie geringere Bürokratielasten für die Unternehmen sind wichtige Ansatzpunkte. Reformmaßnahmen zur Stärkung der Wettbewerbsfähigkeit sollten hier ansetzen. Zudem werden politische Reformschritte, die insgesamt zur einer Erhöhung der Produktionskosten, der administrativen Hürden, zu einer Absenkung von Leistungsanreizen oder zu einer Erhöhung der öffentlichen Subventionen in einem zunehmend schwierigen wettbewerblichen Umfeld führen sicher nicht zur Stärkung von Österreichs Wettbewerbsposition beitragen.
