Einige Rahmenüberlegungen zum internationalen Ressourcentransfer: Dargestellt an Thesen zum integrierten Rohstoffprogramm
Die tiefgreifenden wirtschaftlichen und sozialen Probleme der unterentwickelten Länder (LDC's) sind offensichtlich und unbestritten. Mit dem Ruf nach einer Neuen Weltwirtschaftsordnung haben die Entwicklungsländer in dieser Hinsicht auf der vierten UN-Konferenz für Handel und Entwicklung (UNCTAD) in Nairobi erneut an die Weltöffentlichkeit und die politisch Verantwortlichen der reichen Länder appelliert. Die Industrieländer (DC's) können sich dauerhaft weder aus humanitären, politischen noch aus wirtschaftlichen Gründen einer beschleunigten Lösung der dringlichsten, interdependenten Probleme in den LDC's, wie Armut, Hunger, Krankheit und Arbeitslosigkeit, verschließen. Dementsprechend zielen alle Forderungen der Entwicklungsländer letztlich darauf ab, die individuellen Chancen und Lebensbedingungen zu verbessern und die Lücke zu den Industrieländern zu schließen. Eine Möglichkeit, diese Lücke reduzieren zu helfen, behandelt der Beitrag von M. BOHNET; darin werden einige bisher vorgeschlagene Maßnahmen aufgezählt und bewertet, inwieweit sie geeignet sind, den direkten Ressourcentransfer von den Industrieländern in die Entwicklungsländer zu verbessern. Allerdings geraten Mechanismen, die vornehmlich auf eine direkte internationale Einkommensverteilung abstellen, leicht in die Sackgasse einer Nullsummen - Spiel - Argumentation. Denn, gleich einem statischen System, kann hier das Vorhandene nur umverteilt werden, wenn eine Partei (Industrieländer) in genau der Höhe auf Einkommen verzichtet, wie die andere Partei (Entwicklungsländer) an Einkommen gewinnt.
