Empirie sozialer Mobilität und wirtschaftspolitische Implikationen / The Determinants of Social Mobility and their Implications for Economic Policy
Zusammenfassung Welche Konsequenzen die in den letzten Jahrzehnten stark angestiegene Einkommensungleichheit auf die wirtschaftliche Effizienz nimmt, wird kontrovers diskutiert. In einem Punkt sind sich die Ökonomen jedoch einig: Wenn die soziale Mobilität - die Möglichkeit, in der Einkommensverteilung nach oben zu gelangen - hoch ist, so ist der Anstieg der Ungleichheit weniger problematisch. Wenn jedem Individuum dieselbe Möglichkeit zum Aufstieg bereit stünde und der monetäre Erfolg im Wesentlichen von den eignen Anstrengungen abhinge, so würden Einkommensunterschiede gar eine Anreizwirkung auf Humankapitalakkumulation und Innovationstätigkeit ausstrahlen. Die Frage nach der sozialen Mobilität nimmt damit eine entscheidende Rolle in der Diskussion um die Einkommensverteilung ein. Der vorliegende Beitrag analysiert die empirischen Ursachen unterschiedlicher Raten der sozialen Mobilität zwischen den Volkswirtschaften und diskutiert die daraus folgenden wirtschaftspolitischen Implikationen. Wie sich zeigt ist die Mobilität immer dann hoch, wenn wenig Segregation, ein stabiles Familienumfeld, fördernde kognitive Stimulierungen in der frühkindlichen Bildung, wenig Arbeitslosigkeit, hohe Chancengleichheit in der Bildung und geringe Unterschiede der Qualität zwischen den Schulen vorliegen. Staatliche Umverteilungsmaßnahmen wirken parabolisch auf die Mobilität und nehmen damit zunächst einen negativen Einfluss. Es zeigt sich ferner, dass die „Great Gatsby“ Kurve - der negative Zusammenhang zwischen Ungleichheit und Mobilität - bei Analyse eines großen Datensamples unter Beachtung einer Vielzahl von Ländern verschwindet.
