Erfolgskontrolle in der deutschen Regionalpolitik: Uberblick und Bewertung
F�r die Gemeinschaftsaufgabe "Verbesserung der regionalen Wirtschaftsstruktur" (GRW) gibt es eine Vielzahl von Untersuchungen zu der Frage, ob und inwieweit die Ziele der Gemeinschaftsaufgabe erreicht wurden und welchen Beitrag dieser Politikbereich dazu geleistet hat. In der vorliegenden Arbeit werden diese Untersuchungen im �berblick dargestellt und bewertet. Die Untersuchungen zur Erfolgskontrolle der GRW umfassen Vollzugskontrollen, Zielerreichungskontrollen und Wirkungskontrollen. Die Vollzugskontrolle beinhaltet Pr�fungen der Bewilligung und Verwendung von F�rdermitteln durch Bund und L�nder wie auch Pr�fungen seitens der Rechnungsh�fe von Bund und L�ndern. Im Zentrum von Zielerreichungskontrollen steht die Frage, ob und in welchem Ausmass regionalpolitische Ziele erreicht werden konnten. Die regelm��ige �berpr�fung der F�rderbed�rftigkeit der Regionen, d.h. die Neuabgrenzung des F�rdergebiets, wird als eine wesentliche Komponente der Zielerreichungskontrolle der GRW aufgefasst. Neben der Neuabgrenzung wurde eine Reihe von expliziten Zielerreichungsanalysen durchgef�hrt. Infolge kontinuierlicher Ver�nderungen in der Methodik, den verwendeten Indikatoren und des F�rdergebiets ist eine Vergleichbarkeit der Ergebnisse jedoch nicht gegeben. Das gr��te Problem der Zielerreichungsanalysen besteht in der fehlenden Pr�zisierung der Ziele der GRW. Verglichen mit anderen Politikbereichen kann die Regionalpolitik in dieser Hinsicht zwar als relativ fortgeschritten und umfassend eingesch�tzt werden. F�r eine �berzeugende Zielerreichungskontrolle sind die Aussagen hinsichtlich der Ziele allerdings alles andere als ausreichend. Gegenstand von Wirkungskontrollen sind in einem weiten Sinne alle Wirkungen, die von den regionalpolitischen Instrumenten ausgehen. In einem engeren Sinne besteht die Aufgabe von Wirkungsanalysen darin, die quantitativen Ver�nderungen von Zielgr��en zu ermitteln, die sich infolge des regionalpolitischen Instrumenteneinsatzes ergeben. Einzelbetriebliche Wirkungskontrollen setzen dabei unmittelbar bei der Entwicklung der gef�rderten Betrieben an. In partialanalytischen Studien wird der Wirkungszusammenhang zwischen Regionalpolitik und bestimmten Zielgr��en auch auf der Ebene von Regionen untersucht. Insgesamt ist festzustellen, dass die durchgef�hrten Wirkungsanalysen umfangreiche Informationen zum F�rdergeschehen und wichtige Anhaltspunkte f�r eine Erfolgskontrolle der Gemeinschaftsaufgabe liefern. Die Frage nach der Wirksamkeit regionalpolitischer Instrumente kann auf der Grundlage der bislang durchgef�hrten Untersuchungen aber nur n�herungsweise beantwortet werden, da lediglich ein Ausschnitt der Wirkungen des regionalpolitischen Instrumentariums analysiert wird. Wichtige Aspekte der F�rderung bleiben unber�cksichtigt oder werden nur am Rande betrachtet. Hinsichtlich der Ergebnisse durchgef�hrter Wirkungskontrollen ist bei einer vorsichtigen Interpretation festzuhalten, dass die Investitionsf�rderung wohl zu zus�tzlichen Investitionen gef�hrt hat und auch - in geringerem Umfang - zu zus�tzlichen Arbeitspl�tzen. �ber die Gr��enordnung der dabei auftretenden Mitnahmeeffekte bestehen aber bisher nur sehr unzureichende Erkenntnisse. Unbefriedigend ist auch, dass andere bedeutsame Instrumente der GRW - die Infrastrukturf�rderung und die sogenannten nichtinvestiven Ma�nahmen - bislang keinerlei Erfolgskontrolle unterzogen worden sind. Nahezu g�nzlich unber�cksichtigt bleibt bei der Erfolgskontrolle der GRW auch die Frage der gesamtwirtschaftlichen Effizienz. Ein grunds�tzliches Problem besteht in der Mischfinanzierung dieses Politikbereichs durch den Bund, die L�nder und die EU. Da Finanzierungs- und Kontrollverantwortlichkeiten nicht auf denselben Ebenen angesiedelt sind, gibt es systemimmanente Anreize, der F�rderung auch dann Erfolge zuzusprechen, wenn sie diese nicht hat. Vor allem folgende Ma�nahmen k�nnten dazu beitragen, die Erfolgskontrolle der GRW erheblich zu verbessern. Die Ziele der GRW m�ssten genau benannt werden. Im Hinblick auf Wirkungskontrollen sind neuere Ans�tze der einzelbetrieblichen Erfolgskontrolle sehr positiv zu bewerten und sollten daher ausgebaut werden. Um den Kenntnisstand �ber die Wirkungen der GRW auf makro�konomischer Ebene zu verbessern, sollte zudem auch an der Entwicklung eines allgemeinen Gleichgewichtsmodells gearbeitet werden.
