Erneuerung der konventionellen Rüstungskontrolle in Europa: Vom Gleichgewicht der Blöcke zur regionalen Stabilität in der Krise
Der KSE-Vertrag ist konzeptionell überholt, sein Anpassungsabkommen politisch gescheitert. In der Nato-Russland-Kontaktzone im baltischen Raum entfaltet er keine stabilisierende Wirkung. Eine neue gesamteuropäische Rüstungskontrollvereinbarung unter Einschluss osteuropäischer Konfliktgebiete hat wegen prinzipieller Divergenzen auf absehbare Zeit keine Aussicht auf Erfolg.Es sollte aber im Interesse der Nato und Russlands sein, die Spannungen im baltischen Raum abzubauen. Dazu wäre ein subregionales Stabilitätsregime geeignet, das auf fortbestehende politische Zurückhaltungserklärungen und bewährte Kernelemente der Rüstungskontrolle aufbaut.Um dies zu verwirklichen, müsste Russland weiterhin bereit sein, in diesem Raum Zurückhaltung zu üben. In der Nato wird zwar weiterhin der Grundsatz gelten, dass mit Russland kein business as usual möglich ist, solange es sich nicht aus den Konfliktgebieten zurückzieht. Es muss aber klargestellt werden, dass ein subregionales Stabilitätsregime diesem Grundsatz nicht widerspräche, sondern der Sicherheit aller Bündnispartner dient. Für diese Ausrichtung sollten Deutschland und gleichgesinnte Staaten werben, und zwar sowohl in der Nato als auch im Strukturierten Dialog der OSZE mit Russland, Weißrussland und bündnisfreien Staaten. Ein subregionales Stabilitätsregime könnte auch als Nukleus betrachtet werden, um mit weiteren maßgeschneiderten Instrumenten ein Netz von Vereinbarungen zu schaffen, die sich gegenseitig ergänzen und in ihrer Gesamtheit die Sicherheit und Stabilität im OSZE-Raum stärken.
