Establishing Credibility in Southeast Asia : Foreign Investment and Corruption Reform in the Philippines

The Sandiganbayan is a specialized anti-corruption court in the Philippines. This paper provides an account of its establishment in the late 1970s, as well as a description of the political and economic climate under which it was created. I argue that the creation of this specialized court -- which still exists today -- was largely a response to a corruption scandal that implicated the government and that jeopardized the flow of foreign direct investment into the country
