Setzt der im letzten Jahr ins Leben gerufene Euro-Rettungsschirm wesentliche Grundprinzipien des Maastricht-Vertrags außer Kraft? Folgt der Einstieg in eine Transferunion? Wolfgang Schäuble, Bundesminister der Finanzen, stellt die Position der Bundesregierung vor. Ihrer Ansicht nach bedeuten die Einrichtung der Europäischen Finanzstabilisierungsfazilität (EFSF) und die laufenden Arbeiten zur Einrichtung eines permanenten europäischen Stabilisierungsmechanismus (ESM) in keiner Weise den Einstieg in eine Transferunion. Der Bundesregierung war von Anfang an klar, dass es sich bei der EFSF nur um eine Übergangslösung handeln kann. Deshalb verfolgt sie ein Konzept für einen permanenten ESM für die Eurozone, der die im Rahmen des Stabilitäts- und Wachstumspakts vereinbarte Verschärfung der finanz- und wirtschaftspolitischen Überwachung ergänzen soll, um die Finanzstabilität in der Eurozone langfristig zu sichern. Ihr Vorschlag besteht konzeptionell aus drei Bestandteilen: ein wirtschafts- und finanzpolitisches Anpassungsprogramm, angemessene Beiträge der privaten Gläubiger sowie ein intergouvernementales Finanzierungsinstrument. Jürgen Stark, Mitglied des Direktoriums der Europäischen Zentralbank, betont, dass die bestehenden Vertragsgrundlagen der Währungsunion, vor allem die "No-bailout"-Klausel und das Verbot von Finanztransfers, durch den neu zu schaffenden Mechanismus nicht unterlaufen werden dürfen. Ansonsten drohe eine Aushöhlung der stabilitätspolitischen Basis des Euro mit nicht absehbaren wirtschaftlichen und politischen Folgen. Clemens Fuest, Oxford University, entwickelt Grundzüge der Strategie zur Überwindung der Krise. Diese setzt im Kern auf die Lösung durch Schuldenschnitt, aber integriert vorübergehend, bis zur Überwindung der aktuellen Verschuldungskrise, Elemente einer Insolvenz und einer Solidarhaftung. Für Christian Fahrholz, Universität Jena, sind bereits heute Aspekte einer impliziten Transferunion mit quasi-gesamtschuldnerischer Haftung sichtbar. Michael Eilfort und Verena Mertins, Stiftung Marktwirtschaft, Berlin, lehnen die Institutionalisierung des Rettungsschirms ab. Zu hinterfragen sei, ob die wünschenswerte Stabilisierung des Euro wirklich bedeutet, jedem Mitglied der Eurozone de facto einen Blankoscheck auszustellen. Eine Schuldengemeinschaft und Transferunion bedeute am Ende nicht mehr Solidarität, sondern mehr Fehlanreize.
