Exile or Despotism : Essay on the Corruption and the Absence of Liberty in the Arab World as Causes for Migration and Elite Flight (L’Exil Ou Le Despotisme: Essai Sur La Corruption Et L’Absence De Liberté Dans Le Monde Arabe Comme Causes D’Émigration Et De Fuite Des Élites) (In French)

This essay is concerned only with the emigration of Arab elites (brain drain), which is vastly different from the mass economic migration of workers to Europe, the U.S. and rich countries. The main assumption is that the scary state of Arab societies at political, social and cultural levels, is currently the main reason behind the flight of the elites and the main obstacle to their eventual return. We will show first, through the currently available data and quantitative analysis, then from testimonies and writings of Arab authors, in addition to reports of international institutions such as UNDP, evidence that the present conjuncture encourages the mass flight of elites, while the underdevelopment of their countries should be an invitation to return. But the stifling of freedoms is a real deterrent to prevent any return and any positive integration in the homeland.Cet essai est concerné seulement par l'émigration des élites arabes (fuite de cerveaux), qui est largement différente de l'émigration économique de la masse des travailleurs, vers l'Europe, les Etats Unis et les pays riches. L'hypothèse principale est que l'état effrayant des sociétés arabes, au niveau politique, social et culturel, est actuellement le principal motif derrière la fuite des élites et le principal obstacle devant leur retour éventuel. Nous montrerons à travers d'abord les données réelles de l'analyse quantitative, puis des témoignages et des écrits d'auteurs arabes, en plus des rapports d'institutions internationales comme le PNUD, que l'état des lieux encourage la fuite massive des cerveaux, alors que le sous-développement de leurs pays devrait être une invitation au retour. Mais l'étouffement des libertés est un dissuasif de taille empêchant tout retour et toute intégration positive dans le pays natal
