Existenzgründung in Kleingruppennach der Novellierung des Genossenschaftsgesetzes
Aufgrund der nach wie vor äußerst unbefriedigenden Lage auf dem Arbeitsmarkt wird intensiv nach Lösungen gesucht, diese Situation zu verbessern. Dabei sind, nicht zuletzt aufgrund ihrer geschichtlichen Entstehung als Kinder der Not (Marburger Bank o. J.), auch die Genossenschaften in den Blickpunkt der Diskutanten gerückt. Sie sind im 19. Jahrhundert zur Bewältigung sozialer Probleme entstanden, wozu sie auch einen nicht zu unterschätzenden Beitrag geleistet haben. Wenn ihnen dies damals gelungen ist, so die Überlegung, könnten sie vielleicht auch heute ähnliches leisten, beispielsweise durch Bereitstellung von Arbeitsplätzen.
Für die Schaffung von Arbeitsplätzen im Allgemeinen gibt es sowohl in der Theorie als auch in der Wirtschaftspraxis zahlreiche Strategien, wie dies erreicht werden könnte. Dabei lassen sich zwei wesentlich von einander abweichende Vermittlungsansätze zur Reintegration von Arbeitslosen in das Wirtschaftsleben unterscheiden:
1. Als Arbeitnehmer bzw. abhängig Beschäftigte auf einem Arbeitsplatz, unabhängig davon, ob dies auf dem ersten, zweiten oder einem folgenden Arbeitsmarkt geschieht.
2. Als Selbstständige, Unternehmer bzw. Existenzgründer mit einem selbst geschaffenen Unternehmen, das zumindest einen Arbeitsplatz für den Gründer bereitstellt. Hierzu zählen im weiteren Sinne auch die verschiedenen Formen des Einstieges von Arbeitslosen in bestehende Unternehmen, die Übernahme von Betrieben im Rahmen einer Nachfolgeregelung sowie der Einstieg als (Mit-)Gesellschafter.Beide Alternativen wiederum können entweder als Individual- oder als Gruppenlösung verfolgt werden, wobei in Deutschland klassischerweise die Variante im Vordergrund steht, dass das Arbeitsamt oder ein entsprechender Vermittler für einen Arbeitslosen einen Arbeitsplatz als Arbeitnehmer sucht.
