Factors of Low Publication Activity of Russian Scholars : On an Example of Sociological Community of St.-Petersburg
The Russian scholars are essentially less published in the journals indexed by bibliographic base Scopus in comparison from scholars of other countries and have lower ratings and indexes of citing. Objective of research is revealing low publication activity factors of Russian scholars on an example of sociological community of St.-Petersburg. The study was conducted in two phases. The first stage — September-December 2012, the second stage — September-December 2014. The applied research has been conducted by a questionary method. Informants — sociological community of St.-Petersburg (it is interrogated accordingly 93 and 125 person; all informants have a scientific degree of the candidate or the doctor of sciences). The aim of the research is revealing variations in answers of informants on following parameters: 1. Understanding of the necessary requirements for the publication in foreign magazines; 2. Personal interest of Russian authors in the publication in foreign magazines; Hypothesis 1. Russian scientists have no precise concept about requirements to publications in magazines Scopus, as well as the procedure of preparation and registration of article. The given hypothesis has proved to be true in the first investigation phase (2012) and its statistical variation in the second stage (2014) is insignificant. Hypothesis 2. Personal interest of authors in the publication in foreign magazine is high. The given hypothesis has proved to be true in the first investigation phase (2012) and its statistical variation in the second stage (2014) is insignificant. Thus we have following result: Russian scholars are interested in publications, but, despite of it, their personal publication activity is low enough. Consequently, as the reasons for low activity the factors which have been not connected with personal interest and motivation of scholars act. Supposedly, as factors low publication activity can act: 1. Absence of understanding, exhaustive concept about the requirements which are necessary for the publication in journals; 2. Absence of the program of training for preparation of articles in foreign journals; 3. Absence of skills and experience of dialogue with foreign colleagues, editions of magazines, skills of an establishment of contact to them. For check of the given hypothesis in SPSS it will be used T test and anova test. The factors influencing a low level of publication activity of Russian authors will be subjected to the analysis
