Finances And Economic Stimuli
The resolutions of the September Plenary Meeting of the Central Committee of the CPSU constitute an important economic reform which is called upon to raise the efficiency of social production, lift the whole system of industrial management and planning to a new and higher level, and bring it into conformity with the tasks of communist construction. The measures worked out by the CPSU Central Committee eliminate excessive regulation of the activity of production collectives, broaden their rights, and make possible better utilization of such economic levers as profits, prices, bonuses, and credit. These measures will make it possible to take fuller account of the requirements of the objective economic laws of socialism and to strengthen the material interest of enterprises and their personnel in expanding production, raising the quality of output, and increasing its profitability.
