Finanzierung der Arbeitsmarktpolitik : Plädoyer für einen regelgebundenen Bundeszuschuß an die Bundesanstalt für Arbeit

Nach einer Auflistung der Konstruktionsmängel des derzeitigen Finanzierungssystems (Kapitel 1) werden ausführlich die finanztheoretischen Unterschiede zwischen Steuer- und Beitragsfinanzierung analysiert, um die Grundlagen für die Prämisse zu erarbeiten, daß Finanzierungsstrukturen ihren Ausgabenzwecken entsprechen müssen (Kapitel 2). Aus der spezifischen Risikostruktur der Arbeitslosigkeit und den Funktionen der Arbeitsmarktpolitik wird dann die Notwendigkeit einer Mischfinanzierung der Arbeitsmarktpolitik abgeleitet (Kapitel 3). Abschließend wird das Modell eines regelgebundenen und steuertinanzierten Bundeszuschusses an die Bundesanstalt für Arbeit näher erläutert und begründet (Kapitel 4 und 5). Das hier vorgeschlagene Finanzierungsmodell geht von folgenden Prämissen aus: Für alle Arbeitslosen ist unabhängig von ihrem Status als Beitragszahler eine Grundsicherung mindestens in Höhe des Sozialhilfeniveaus zu gewährleisten. Mit diesem Vorschlag wird die Grundsicherung - gegenüber Vorschlägen einer erwerbsunabhängigen Grundsicherung - stärker in die "erwerbszentrierte soziale Sicherung" integriert. Er bedeutet somit einen Ausbau und keine radikale Reform des bestehenden Systems der sozialen Sicherung. Damit steigt freilich die Bedeutung der aktiven Arbeitsmarkt- und Beschäftigungspolitik, für die geeignete Finanzierungsstrukturen zu entwickeln sind. Der regelgebundene und steuerfinanzierte Zuschuß an die Bundesanstalt für Arbeit entspricht auch dieser Voraussetzung, indem er einen institutionellen Anreiz für aktive Arbeitsmarkt- und Beschäftigungspolitik schafft. Außerdem werden die Gemeinden von Sozialhilfekosten und die Unternehmen sowie Arbeitnehmer von Beitragszahlungen entlastet, was beschäftigungspolitisch ebenfalls günstige Auswirkungen hat. Schließlich vermeidet oder vermindert diese Finanzierungsreform die negativen Auswirkungen langanhaltender hoher Arbeitslosigkeit auf andere soziale Sicherungsträger, insbesondere auf die Rentenversicherung.
