Finanztransaktionssteuer: Zielsetzungen und potenzielle Auswirkungen / Financial transaction tax: Objectives and potential effects
Zusammenfassung Aus wirtschaftspolitischer Sicht ist die Einführung einer Finanztransaktionssteuer (FTT) außerordentlich attraktiv. Vor dem Hintergrund der gegenwärtigen Staatsschuldenkrise verspricht die FTT dringend notwendige Zusatzeinnahmen und wird - im Gegensatz zu anderen Steuern - zugleich mehrheitlich von der Bevölkerung getragen. Sie soll den Finanzsektor belasten und trifft damit den angeblichen Hauptverursacher der Finanz- und Staatsschuldenkrise. Darüber hinaus erscheint sie geeignet, die Transaktionsvolumina auf den Finanzmärkten abzusenken, die für hohe Kursvolatilitäten und spekulative Blasen verantwortlich sind und die Finanzmarktstabilität insgesamt gefährden. Im vorliegenden Beitrag werden zunächst die unterschiedlichen Zielsetzungen und Ausgestaltungsmöglichkeiten der Finanztransaktionssteuer erläutert, um dann die Vorschläge der Europäischen Kommission zur Einführung der Steuer zu erörtern. Die Auswirkungen der Finanztransaktionssteuer lassen sich anhand der direkten Kosten-, der Mengen-, der Preis- sowie der (Risiko)Allokationseffekte analysieren. Im Ergebnis muss die Wirksamkeit der geplanten EU-Finanztransaktionssteuer in Frage gestellt werden. Sie erfüllt voraussichtlich weder den fiskalischen Charakter im Sinne von Steuermehreinnahmen noch eine Lenkungsfunktion im Sinne einer erhöhten Finanzmarktstabilität. Die mikro- und makroökonomischen Folgewirkungen weisen auf gravierende Belastungen für die Volkswirtschaften hin. Sofern die Wirtschaftspolitik im wesentlichen auf die Erzielung zusätzlicher Einnahmen gerichtet ist, erscheint die Einführung einer Umsatzsteuer auf Börsen- und sonstige Handels- oder Verrechnungsgebühren das bessere Instrument zu sein, da ihre Nebenwirkungen deutlich geringer ausfallen.
