Flexible Instrumente in der deutschen Klimapolitik: Chancen und Risiken
Gegenstand dieser im Auftrag des Ministeriums für Umwelt und Verkehr Baden-Württemberg erstellten Studie sind die Chancen und Risiken, die mit dem Einsatz von Instrumenten zur räumlichen Flexibilisierung von Reduktionszielen in der deutschen oder auch in der europäischen Klimapolitik verbunden sind, insbesondere auch für den Fall ihres Einsatzes vor 2008, dem Beginn der Erfüllungsperiode des Kyoto-Protokolls. Von der im November 2000 in Den Haag stattfindenden sechsten Vertragsstaatenkonferenz zur Klimarahmenkonvention werden wichtige Beschlüsse über die Ausgestaltung der drei sog. Kyoto-Mechanismen - dem Emissionsrechtehandel (emissions trading), der gemeinsamen Umsetzung von Klimaschutzmaßnahmen (joint implementation) und dem Mechanismus für umweltverträgliche Entwicklung (clean development mechanism) - zur Flexibilisierung der Reduktionsverpflichtungen aus dem Kyoto-Protokoll erwartet. Die eröffneten Möglichkeiten zur Nutzung von Flexibilisierungsinstrumenten werden, wie die Modellrechnungen im fünften Kapitel zeigen, die Kosten der Einhaltung der Reduktionsziele maßgeblich beeinflussen und damit auch einen wesentlichen Einfluß auf den weiteren Ratifizierungsprozess des Kyoto-Protokolls ausüben.
