Geld- und Finanzpolitische Beeinflussung des Trade-Off zwischen Preisniveaustabilität und Unterbeschäftigung Da wesentliche Preisniveausteigerungen bereits in Unterbeschäftigungssituationen mit gesellschaftlich nicht als tolerierbar erachteter Arbeitslosigkeit auftreten, muß ein andauernd hoher Beschäftigungsgrad mit minimaler Arbeitslosigkeit als Datum der Inflationsbekämpfung betrachtet werden. Die Inflationspolitik führt unter diesen Bedingungen um so eher zu befriedigenden Ergebnissen, je mehr es gelingt, den Trade-Off zwischen Preisniveaustabilität und Unterbeschäftigung durch eine gezielte Beeinflussung der Determinanten des Trade-Off abzuschwächen. Die traditionelle Strategie der Inflationsbekämpfung der globalen Nachfragesteuerung mit Hilfe der Geld- und Finanzpolitik vermag hierzu aus mehreren wichtigen Gründen nur einen sehr bescheidenen Beitrag zu leisten. Am ehesten ist eine gewisse Beeinflussung der Inflationserwartungen als Determinante des Trade-Off möglich. Während sich der inflationspolitische Einsatz der Geldpolitik auf die Steuerung der gesamtwirtschaftlichen Nachfrageentwicklung beschränkt, können mit Hilfe der Finanzpolitik zwei weitere wichtige Strategien der Inflationsbekämpfung verfolgt werden: 1. Die Änderung der Strukturbedingungen auf den Güter- und Arbeitsmärkten (finanzpolitische Strukturpolitik), 2. die gezielte Beeinflussung der monopolistischen Lohn- und Preispolitik der Gewerkschaften und Unternehmen durch steuerliche Regulierung der Löhne und Gewinne (steuerliche Einkommenspolitik). Strukturpolitisch orientierte finanzpolitische Maßnahmen können vor allem darauf gerichtet sein, die Arbeitsmobilität zu erhöhen, den Wettbewerb zu intensivieren und Unterschiede in den sektoralen Arbeitsproduktivitätsfortschritten zu mildern. Der letzte Aspekt ist bisher kaum diskutiert worden. Ähnlich wurde bisher die einkommenspolitische Ausrichtung der Steuerpolitik weitgehend vernachlässigt. In der neueren Literatur haben Wallich und Weintraub hierzu einen interessanten Vorschlag entwickelt. Die verschiedenen struktur- und einkommenspolitischen Ansatzpunkte sollten in der praktischen Inflationspolitik neben der Strategie der globalen Nachfragesteuerung stärker beachtet werden, denn sie ermöglichen eine besonders gezielte Beeinflussung wesentlicher Inflationsfaktoren und erhöhen dadurch die Wirksamkeit der Inflationspolitik.
