Gemeinschaftsdiagnose Herbst 2013
Die deutsche Wirtschaft steht vor einem Aufschwung. Getragen wird er von der Binnennachfrage. Das sich bessernde weltwirtschaftliche Umfeld und eine abnehmende Unsicherheit beflügeln die Investitionen. Der Private Konsum profitiert von günstigen Beschäftigungs- und Einkommensaussichten. Das reale Bruttoinlandsprodukt wird im Jahr 2014 um 1,8 Prozent expandieren nach nur 0,4 Prozent in diesem Jahr. Die Verbraucherpreise dürften dabei moderat um 1,6 Prozent in diesem und um 1,9 Prozent im kommenden Jahr steigen. Der Staatshaushalt dürfte weiterhin einen Überschuss aufweisen. Im ersten Halbjahr 2013 hat sich die Weltkonjunktur belebt. Die Produktion wurde vor allem in den fortgeschrittenen Volkswirtschaften rascher ausgeweitet, in den Schwellenländern hat sich das Expansionstempo dagegen kaum erhöht. Eine in den meisten Ländern steigende Zuversicht der Unternehmen spricht für eine Fortsetzung der weltwirtschaftlichen Belebung in der zweiten Jahreshälfte. In den fortgeschrittenen Volkswirtschaften wird die wirtschaftliche Aktivität zwar immer noch durch Strukturprobleme belastet. Seit Jahresbeginn stehen die Zeichen aber auf Erholung: Die Wirtschaft in den USA hat die Einschnitte in die öffentlichen Haushalte recht gut verkraftet. In Japan ist es der neuen Regierung durch eine sehr expansive Wirtschaftspolitik im ersten Halbjahr 2013 gelungen, die Konjunktur deutlich zu beleben, und die britische Wirtschaft hat sich aus der Stagnation gelöst. Schließlich hat im Euroraum die Produktion zuletzt erstmals seit eineinhalb Jahren wieder zugelegt. In den Schwellenländern ist die Wachstumsdynamik im Allgemeinen zwar noch hoch, sie hat sich aber seit einigen Jahren deutlich verlangsamt. Hemmend wirken mehr und mehr mangelhafte Institutionen. Das gilt besonders für die großen Schwellenländer Brasilien, Russland, Indien und China. Die schwächere Expansion in China, das die weltwirtschaftliche Dynamik des vergangenen Jahrzehnts geprägt hat, fällt dabei am meisten ins Gewicht. Die Notenbanken aller großen fortgeschrittenen Volkswirtschaften haben angekündigt, in diesem und im nächsten Jahr auf expansivem Kurs zu bleiben. Diese Ankündigung war auch deshalb glaubhaft, weil Preisdynamik und Inflationserwartungen ohnehin niedrig sind oder, im Fall Japans, eine höhere Preisdynamik sogar erwünscht ist. Schwerer ist es vorherzusagen, wann aus Sicht der Notenbanken die Zeit kommt, eine behutsame Rücknahme des geldpolitischen Expansionsgrades einzuleiten. Dieses Problem stellt sich im Prognosezeitraum aber wohl nur für die Geldpolitik in den USA. Die Arbeitsmarktlage in den USA wird sich im Winterhalbjahr wohl weiter bessern, und die US-Notenbank dürfte dann mit der Rückführung der monetären Expansion beginnen. [...]
