Generating Sdg-Related Public Value - a Systematic Review on the Use of Emerging Digital Technologies in Public Administration
The UN’s Sustainable Development Goals 16 and 17 can be linked to a number of public value related outcomes. Thus, SDG fulfilment indirectly results in attaining such public value related outcomes. Furthermore, concerning SDG 16&17 fulfilment, the adoption of digital technologies in public administration (in particular tax administrations) has the potential to positively impact public value. The intersection of digital technology, the UN’s SDGs, and public value is pertinent as public sector digitalisation has become intensive while governments seek solutions to improve functions and enhance services. Yet, public administrations tend to be risk-averse, with legacy systems that have developed over decades. As such, the adoption and integration of digital technologies are not without challenges, many unique to the public sector. Furthermore, these technologies are surfacing obstacles in, and of, themselves (e.g. data governance, automated decision-making). However, the potential of disruptive, digital technologies to support transparency, efficiency, and fairness in public systems continues to stimulate interest. This study examines public value related SDG outcomes and the role and impact digital technologies play in achieving such outcomes when used within public administrations. The systematic review culminates in a model that specifies the categories of factors associated with beneficial adoption of these technologies
