George W. Bushs außenpolitische Strategie
Da jedoch keines dieser Prinzipien für sich genommen wirklich neu in der amerikanischen Außenpolitik ist, wäre es übertrieben, von einer "Bush-Revolution" zu sprechen. (SWP-Studie / SWP) + Wie sieht die außenpolitische Strategie der USA aus, die im Laufe der letzten Jahre Gestalt gewonnen hat, wenn man die deklaratorische und die operative Politik der USA vergleicht? Inwiefern und wie stark hat der 11. September 2001 die Außenpolitik der Bush-Administration geprägt? Inwieweit ist es berechtigt, von einer "Bush-Revolution" zu sprechen? Die vorliegende Studie beleuchtet die bleibenden, zentralen Elemente der weltpolitischen Grundorientierung der Bush-Administration und die damit verbundenen Probleme vor dem Hintergrund der innenpolitischen Konstellation in den USA. Die traumatische Erfahrung der Verwundbarkeit durch asymmetrische Angriffe am 11. September 2001 veränderte den Kontext außenpolitischer Entscheidungen: Sie führte zum erneuten Primat einer an "worst case"-Annahmen ausgerichteten Sicherheitspolitik - und zu einer klaren außenpolitischen Dominanz des Präsidenten und einer selbstbeschränkten, ja zeitweilig bis zur institutionellen Selbstaufgabe gehenden Rücknahme der Rolle des Kongresses in der Außenpolitik. Der "Globale Krieg gegen den Terror" - und zwar in seiner staatszentrierten, das heißt: gegen mit Massenvernichtungswaffen ausgestatten "Terrorstaaten" gerichteten Form - wurde zur Legitimation für die Durchsetzung eines neuen strategischen Paradigmas. Dieses beruht auf vier Prinzipien: + Bewahrung einer überlegenen Machtposition der USA, strategische Unabhängigkeit und instrumenteller Multilateralismus, offensive präventive Selbstverteidigung und schließlich Förderung von Freiheit und Demokratie
