Gesetzliche Krankenversicherung nach der Wahl : Vielfalt statt Einheitlichkeit : eine Reformskizze zur Überwindung der "Zwei-Klassen-Medizin"

Ein überproportional starkes Wachstum der Pro-Kopf-Ausgaben prägt die gesetzlicheKrankenversicherung. Mitder Alterung der geburtenstarken Jahrgängewird sich dieser Trend noch verstärken. Steigende Finanzie-rungserfordernissewerdenaberin dem umlagefinanzierten System auf jüngere Kohorten überwälzt. Deshalb sind effiziente Versorgungslösungen ebenso notwendig wie eine Begrenzung der intergenerativenLastver-schiebung.Doch diese Probleme benennen weder Bündnis 90/Die GrünennochCDU/CSU, DIE LINKE oderSPD. Neben unterschiedlichen Ansätzen, die stationäre Versorgung zu lenken, widmen sich die Parteien in ihren Wahlprogrammen Fragen der Versorgungsqualität und versprechen zusätzliche Leistungen. Über mög-liche Finanzierungserfordernisse legen siejedoch keine Rechenschaft ab. Lediglich die FDP setzt auf mehr Eigenverantwortung und Vertragsfreiheiten, umdieAusgabenentwicklung bremsenzu können.Bündnis 90/Die Grünen, DIE LINKE und SPD schlagenstattdessen eineBürgerversicherung vor. Das Modellwirdaber nicht etwa mit dem Zielbegründet, zusätzliche Einnahmen zu generieren. Vielmehr wollen die Parteiendas Solidaritätsprinzip stärken, individuelle Beiträge leistungsgerechtererheben und die ange-mahnte „Zwei-Klassen-Medizin“ überwinden. DasSolidaritätsprinzip würde aber nicht gestärkt,sonderndie Finanzierungslast anders verteilt. Zwar bliebeein solidarischer Ausgleich zwischen Jung und Alt jeweils im Querschnitt der Bevölkerung möglich, dochgelänge dies weiterhinnur auf Kostender jüngeren Kohorten. [...]
