Gewinnverlagerung deutscher Großunternehmen in Niedrigsteuerländer : wie hoch sind die Steueraufkommensverluste?

Im vorliegenden Beitrag untersuchen wir, wie hoch die Gewinne sind, die multinationale Unternehmen aus Deutschland in Niedrigsteuerländer ("Steueroasen") verlagern und wie hoch der Verlust an Steueraufkommen ist, der dem deutschen Fiskus dadurch entsteht. Zu diesem Zweck nutzen wir erstmalig Informationen aus den sogenannten länderbezogenen Berichten, die große multinationale Unternehmen seit 2016 bei den Steuerbehörden einreichen müssen. Diese Berichte zeigen, dass 9% der gesamten globalen Gewinne der größten deutschen multinationalen Unternehmen auf Tochtergesellschaften entfallen, die in Steueroasen ansässig sind. Unseren Schätzungen zufolge lassen sich 62% dieser Gewinne auf realwirtschaftliche Aktivitäten zurückführen, 38% sind das Resultat von Gewinnverlagerung zur Vermeidung von Steuern. Dem deutschen Fiskus entgehen dadurch jährlich Steuereinnahmen in Höhe von etwa 1,6 Mrd. Euro. Bezieht man zusätzlich die Aktivitäten von kleineren deutschen multinationalen Unternehmen sowie von deutschen Tochtergesellschaften ausländischer multinationaler Unternehmen ein, ergibt sich ein Steueraufkommensverlust von 5,7 Mrd. Euro pro Jahr.
