Health Insurance and the Unemployed: A Social Insurance Proposal
During the recent 1973-75 and 1982-82 recessions, millions of unemployed workers and their families lost their group health insurance. Although unemployed workers may receive unemployment compensation benefits that restore part of their lost wages, the loss of group health insurance can substantially increase their economic insecurity from unemployment. … The fundamental purpose of this paper is to analyze the problem of the loss of group health insurance by unemployed workers. The paper is divided into three parts: (1) magnitude of the problem, (2) existing methods for providing some health insurance protection to the unemployed, and (3) proposed solutions to the problem. The details of a new social insurance program for meeting the problem will also be outlined.
