Herausforderungen für den Wirtschaftsstandort Hessen
Globalisierung und internationaler Wettbewerb erfordern Anpassungen von Seiten der Unternehmen. Sichtbarster Ausdruck dieser Entwicklung ist die zunehmende Auslagerung von Wertschöpfungsstufen in das Ausland, der wachsende Druck auf die Löhne, Entlassungen oder die Schließung von ganzen Betriebsteilen auch deut¬scher Traditionsfirmen. Es findet ein anhaltender Wandel vom verarbeitenden Ge¬werbe hin zum Dienstleistungssektor statt, wobei noch gar nicht abzusehen ist, wo die Ent¬wicklung endet, oder ob eine Volkswirtschaft allein durch die Erbringung von Dienst¬leistungen ihren Wohlstand erhalten kann. Die Globalisierung fordert auch die Wirtschaftspolitik heraus, und zwar insbesondere dadurch, dass sie die Grenzen für eine auf konkrete Ergebnisse oder Ziele ausge¬richtete, diskretionäre Wirtschaftspolitik noch enger setzt und auf diese Weise daran erinnert, dass erfolgreiche Wirtschaftspolitik in erster Linie Ordnungspolitik ist
