El Historico Acuerdo de la OACI Sobre Aviacion Internacional y Cambio Climatico. Analisis de un Exito Presente y de sus Desafios Futuros (ICAO's Historic Agreement on Aviation and Climate Change. An Analysis of the CORSIA Agreement and Its Present and Future Challenges)
Spanish Abstract: La comunidad de la aviación internacional continúa aplaudiendo el decisivo acuerdo sobre aviación internacional y cambio climático alcanzado el pasado 6 de Octubre por los gobiernos que se reunieron en la 39va. Asamblea General de la Organización de Aviación Civil Internacional (OACI). El Esquema Global de Medidas de Mercado (GMBMS, por sus siglas en inglés) – un auténtico hito histórico para la OACI – es el primer esquema mundial de compensación de emisiones para un sector global. El presente artículo presenta la historia reciente de los diversos trabajos de la OACI para atacar el problema de la aviación internacional y el cambio climático, el histórico proceso de discusión y adopción del GMBMS, una evaluación del esquema y de sus principales características, y una proyección de futuro con relación a su desenvolvimiento y desafíos, desde el punto de vista de uno de los miembros de la Delegación de Argentina a la Asamblea de la OACI
