Housing Prices in the High-Quality School Districts : Does Government Policy Matter?
The school quality often impacts housing prices in the urban districts. Shanghai's municipal government launched the school district household (SDH) policy in 2014 to curb the sharp rise in housing prices caused by high-quality schools. Based on the idea of natural experiment and Difference-in-difference and Regression Discontinuity methods, our study quantitatively assesses the effects of the SDH policy on housing prices and transactions in Shanghai's real estate market. We find that the policy has effectively reduced the housing prices in high-quality school districts. We offer some discussion and explain why the policy matters and how it restrains housing prices through decreasing the educational value of school admission qualifications attached to the transacted houses
