Housing Sector Reform in Russia : Impediments on the New Stage

Paper provides review of the housing sector at it's present stage and analyzes policy and progress in the main areas of reform. Particular focus is made on the subjects: strategy of reforming, inter-budgetary relations, social assistance. The inter-budgetary relations system design is discussed, on our opinion, it considerably hampers sector development due to that, at today's stage, it provides weak stimules for reforming for the sub-national and local administrations
