Forecasted growth in demand, and the necessity of creating an innovative destination product of Montenegro, impose the need or development of personnel who will be able to meet the increasingly numerous and various needs of visitors. In order to make the human resources in the tourism sector of Montenegro truly one of the core competencies of the destination, it is necessary to develop them in line with changes in micro and micro environment, and in line with the changes occurring in the domain of competitive destination. In that regard, it is necessary to ensure capacity development of the destination so that the human resources would have a chance to acquire in a sustainable manner and through lifelong learning programs, the necessity generic and specific competencies. Also, all participants in the process of education of human resources in the tourism sector of Montenegro should he included in this process, starting from the secondary education institutions, faculties, training centers, managers of tourism organizations, local governments, to tourism policy makers in the regional and national level. Through synchronization of their activities, the negative impact of numerous limitation thresholds will be removed, dilemmas resolved and vision, objectives and strategy of growth and development of human resources in the tourism sector will be clearer and realistically attainable. Otherwise, forecasted economic effects of tourism growth by 2021 will not be realized, and the destination could enter the stage of stagnation of development, from which it will difficultly restore itself into the phase of revival of the destination without high-quality and versatile human resources
