<i>E-government</i> ed innovazione nella Pubblica Amministrazione: la riforma dei servizi di Stato civile
I processi di riforma e di ammodernamento che stanno interessando le Pubbliche Amministrazioni dai primi anni ’90 hanno l’obiettivo di migliorare la qualità dei servizi compatibilmente con la diminuzione della spesa pubblica. In questo quadro l’e-government rappresenta un ambito di innovazione ad alto potenziale, in quanto l’uso di tecnologie innovative è in grado di incidere positivamente sulla gestione dei processi manageriali ed operativi attraverso un risparmio sui costi, una maggiore velocità di erogazione ed una migliore qualità dei servizi. Questo contributo si inserisce nel dibattito sull’e-government ed informatizzazione nelle Pubbliche Amministrazioni e vuol fornire, sotto il profilo gestionale, una rappresentazione dell’attuale funzionamento dello Stato Civile, area strategica, sottoposta ad un processo di cambiamento tecnologico ed organizzativo iniziato con il DPR. 396/2000. Dopo una breve panoramica sull’e-government e sui vantaggi che l’uso delle ICT apportano all’operato delle pubbliche amministrazioni, viene fornito un approfondimento sul ridisegno dei processi (BPR), strumento tecnico attraverso cui le riforme ed in generale i progetti di cambiamento si possono implementare. A conclusione del contributo viene discussa la riforma di Stato Civile attraverso il confronto tra il TO-BE così come delineato dalla riforma e l’AS-IS tuttora realizzato nella pratica dagli Ufficiali di Stato Civile.
