Improved Quantitative Method for Adjustment Coefficient of Watershed Ecological Compensation Based on Multi-Factors
Watershed ecological compensation is an effective means to establish the scientific compensation standard, so as to improve the utilization efficiency of water resources and optimize water resources management of the basin. The adjustment coefficient of watershed ecological compensation is the key to quantify the compensation standard. However, the current research on compensation adjustment coefficient is mainly evaluated by individual or a few indicators. Most coefficient quantification models are subjective, lacking objective and comprehensive consideration of the influencing factors. The factors influencing the adjustment coefficient of watershed ecological compensation were analyzed in this paper. The index system of influencing factors for compensation adjustment coefficient was established by integrating 20 factors in four criterion layers, namely economic level, compensation willingness, water use efficiency and population structure. An innovative quantification method of watershed ecological compensation adjustment coefficient considering the influence of multiple factors was proposed based on the analytic hierarchy process (AHP) and entropy weight method to determine the index weight. Taking the Biliu River Basin in China as an example for calculation, the results showed that there was a wavy upward trend of the overall ecological compensation adjustment coefficient, from 61.48% in 2008 to 65.46% in 2021, with an average annual increase of about 0.5%. The method proposed in this paper is helpful to perfect the research of watershed ecological compensation and improve the rationality of compensation standard
