Improving the Organization of Management
The planned development and improvement of organizational structures at the primary level of management and the gradual transition to a two-level system of management are of special significance in connection with the expansion of the rights and responsibilities of production associations and enterprises. No less important is the question of combining the program branch and regional aspects of planning and the further elevation of the role of local Soviets of people's deputies in the management of the comprehensive development of a territory.
