Inclusive Development Strategy in an Era of Globalization

The paper emphasizes the increasing need to include all countries within the process of globalization; especially from the developing world. It argues that nation states remain the key to promoting more inclusive development. The paper suggests this goal can be achieved through the institution of an international economic order based on the principle of the unequal treatment of unequals, the promotion of fair trade, the increased flow of public aid without strings attached, and the transformation of science and technology into public goods. Consequently, inclusive globalization would facilitate the transition needed for inclusive development. However, this would require more "development from within" the countries and focusing on national strategies.
