Innovationsökonomie und -politik für die neuen Bundesländer : Beispiel ; Mikroelektronik und Innovationen ; aktualisiertes Gutachten im Auftrag des Bundesministers für Bildung, Wissenschaft, Forschung und Technologie
Die Diskussion über die Notwendigkeit industriepolitischer Maßnahmen zur Förderung eines innovationsbezogenen Wirtschaftswachstums wird in der Wirtschaftswissenschaft und Wirtschaftspolitik kontrovers diskutiert. Die Studie sucht nach Antworten auf die Frage, ob und in welcher Form ein staatlicher Handlungsbedarf insbesondere für die neuen Bundesländer angezeigt ist, da bislang keine sich selbst tragende wirtschafts-strukturelle Basis geschaffen werden konnte. Ausgangspunkt ist dabei die Erläuterung über die Erfordernisse einer innovationsbezogenen Wachstumspolitik. Dabei werden die Informations- und Kommunikationstechnologien als Schlüsseltechnik für die gesamte Volkswirtschaft angesehen. Die Mikroelektronik gilt daher als Basistechnologie. In diesem Bereich werden die technologischen Entwicklungstrends und Innovationsstrategien der nationalen und internationalen Halbleiter-Hersteller untersucht. Weiterhin werden Konzepte und Maßnahmen zur Steigerung der Wettbewerbsfähigkeit aus Sicht der deutschen Halbleiterindustrie entwickelt. In diesem Zusammenhang wird der Innovationspolitik große Bedeutung zugerechnet.
