Instrumente, Modelle und Planungsprozesse zur Steuerung und Gestaltung einer nachhaltigen Raumentwicklung am Beispiel ausgewählter Handlungsfelder

In diesem Beitrag wird die Frage behandelt, inwieweit sich die räumliche Planung (formell und informell) im Spannungsfeld zwischen gestaltendem Staat und aktiver Zivilgesellschaft weiterentwickeln muss, um als Akteur wirksamer zu einer nachhaltigen Raumentwicklung für die große Transformation beitragen zu können. Ein Hebel dabei ist eine räumliche Planung, die dem Gemeinwohl dient. Ausgehend von dem Erfahrungswissen der Autorin und der Autoren werden die Rollen und Erkenntnisse der Landes- und Regionalplanung im Großraum München, der Regionalplanung und -entwicklung in der Mecklenburgischen Seenplatte sowie Erkenntnisse aus der Dorfentwicklung in Niedersachsen und aus einem Modellprojekt zur Innenentwicklung in Baden-Württemberg hinsichtlich des potenziellen Beitrages zu einer nachhaltigen Raumentwicklung für die große Transformation betrachtet. Abschließend werden Empfehlungen gegeben, wie die Möglichkeiten und Potenziale der Raumplanung und -entwicklung für die große Transformation besser genutzt werden können. Dabei werden ein besseres Zusammenspiel der formellen und informellen raumplanerischen Instrumente und der verschiedenen Planungsebenen sowie auf eine stärkere Beteiligung relevanter Akteure und der Bürgerschaft als wesentliche Aspekte hervorgehoben.
