Integration regionaler Daten zu Flucht/Asyl/Migration in die SGB-II-Typisierung: Machbarkeitsstudie
Die deutlichen Unterschiede in der regionalen Verteilung und Integration von Zugewanderten wirkt sich auch auf die strukturellen Rahmenbedingungen von Jobcentern aus. Vor diesem Hintergrund untersucht die vorliegende Machbarkeitsstudie, inwiefern das IAB-Verfahren der Typisierung von Jobcenterbezirken angepasst werden sollte, um den Einfluss von Flucht- und EU-Binnenmigration auf die zugrundeliegenden Zielvariablen adäquat abbilden zu können. Die Studie kommt zu folgenden Ergebnissen: Die Replikation der Typisierung mit Datenstand 2015 zeigt nach wie vor einen hohen Erklärungsgehalt (gemessen am R2), auch mit den bestehenden Vergleichstypen aus 2013. Obwohl sich die Gewichte einzelner Variablen zum Teil verschoben haben, bieten die bestehenden Vergleichstypen aus 2013 noch eine ähnlich gute Erklärungskraft wie die einer Typisierung mit Datenstand Ende 2015. Eine Neutypisierung unter Verwendung der bisherigen Variablen ist daher aus methodischer Sicht zum aktuellen Zeitpunkt nicht erforderlich. Die Kontextvariable, die bisher Zuwanderung operationalisierte - "Bevölkerungsanteil Nicht-EU", - ist mit Datenstand 2015 für alle drei Zielvariablen nicht mehr signifikant. Die ausgewählten neuen Variablen liefern signifikante Ergebnisse, verbessern aber den Gesamterklärungsgehalt der Typisierung nur marginal. Für eine zukünftige Neutypisierung empfiehlt die Projektgruppe die insignifikante Variable "Bevölkerungsanteil Nicht-EU" durch die beiden Variablen "Langzeitleistungsbezieher aus EU-Beitrittsländern der Jahre 2004ff." und "Erwerbsfähige Personen aus den Asylhauptherkunftsländern" zu ersetzen.
