Internationale Organisationen, Entwicklungsverwaltungen und Kleingewerbeförderung in der dritten Welt

Erfolg bzw. Mißerfolg von Entwicklungsprojekten hängt wesentlich von den beteiligten Verwaltungseinheiten ab, die die Entwicklungspolitik inhaltlich ausgestalten und konkret umsetzen. Dies gilt für die Geber- und Empfängerseite gleichermaßen. Am Beispiel der Kleingewerbeförderung von Weltbank und UNIDO wird gezeigt, daß es erhebliche Unterschiede gibt, zum einen im Modus, wie Kleinindustrieförderung in ein spezifisches Leistungsspektrum aufgenommen wird, und zum anderen im jeweiligen organisatorischen Arrangement, mit dem die Maßnahmen realisiert werden. Die Fallstudien zu Ecuador, Peru, Sambia und Senegal machen deutlich, daß es im Rahmen nationaler Wirtschaftspolitik und überkommener Verwaltungsstrukturen bislang kaum gelang, den Kleinindustriesektor breit und nachhaltig zu fördern. Die vergleichende Untersuchung weist darauf hin, daß die beobachtbaren "Ineffizienzen" von Entwicklungszusammenarbeit durchaus abgebaut werden können. Sie lassen sich aber nur wirkungsvoll angehen, wenn es auf Geber- und Empfängerseite, neben internen Managementreformen, zu einer Stärkung des betroffenen Verwaltungsumfelds und damit zum Aufbau von "konstruktivem Gegendruck" kommt.
