Internationale Wirtschafts- und Währungsprobleme: Floating, Arbeitslosigkeit und Geldpolitik Milton Friedman führt den rapiden Anstieg der Arbeitslosigkeit seit Beginn der siebziger Jahre auf die Verstärkung der Rolle der Geldpolitik bei diskretionärer Ausrichtung zurück. So sei die Geldpolitik zu einem Element der Unsicherheit geworden, und geldpolitisch bewirkte Fluktuationen von Preissteigerungsraten erschwerten die Trennung zwischen relativen und absoluten Preisänderungen. Überraschende und rasch wechselnde Verschiebungen relativer Preise aber bewirken - in dieser Sichtweise - eine Dämpfung der Investitionen, und sie treiben die Arbeitslosenzahlen hoch. Nichts anderes geschieht, wenn Verschiebungen relativer Preise zwischen Ländern dominiert werden von Schwankungen realer Wechselkurse. Hauptsächlich Kursschwankungen an den Devisenmärkten bestimmen dann die relativen Preise von Gütern und Leistungen und von Ertragsrelationen von Vermögenswerten, die auf unterschiedliche Währungen lauten. Die heftigen und meist unvorhersehbaren Schwankungen der Dollarkurse seit 1973 begünstigen den Handelsprotektionismus, sie können die Produktions- und Nachfrageentscheidungen zugunsten einer stärkeren Binnenorientierung beeinflussen, und sie verleiten häufig zu einer Orientierung wirtschaftspolitischer Stabilisierungsmaßnahmen an außenwirtschaftlichen Entwicklungen, nicht an binnenwirtschaftlichen Notwendigkeiten. So kann der Anstieg konjunkturunabhängiger Arbeitslosigkeit in den siebziger Jahren möglicherweise auch auf die starken und unerwarteten Schwankungen realer Wechselkurse zurückgeführt werden. Andererseits hat die Freigabe des Dollarkurses der Geldpolitik nicht zur Autonomie verholfen. Zwar ist der Gestaltungsspielraum der Notenbanken zur Bestimmung der Zentralbankgeldversorgung gewachsen. Für die Bundesrepublik Deutschland zeigt sich aber, daß Unternehmen seitdem die Finanzierung zunehmend in das Ausland verlagern. Die Ausweitung des Gestaltungsspielraums der Zentralbanken auf der Angebotsseite des Finanzierungsprozesses wird dadurch in steigendem Maße aufgehoben durch Substitutionsprozesse auf der Nachfrageseite.
