Konterkarierende Kapitalbewegungen. Eine Überprüfung der deutschen Evidenz Nach Ricardos Gesetz verhindern feste Wechselkurse und vollständig integrierte Kapitalmärkte, daß die währungspolitischen Behörden einer kleinen offenen Volkswirtschaft eine unabhängige Geldpolitik führen können. Zinsinduzierte Kapitalbewegungen konterkarieren vollständig jede geldpolitische Aktion. Dieser Artikel überprüft die deutschen Erfahrungen der sechziger Jahre. Es wird gezeigt, daß die Ergebnisse vorangegangener Untersuchungen, die einen relativ hohen Grad der Konterkarierung nahelegten, unzutreffend sind. Die vorgelegte Evidenz läßt erkennen, daß nicht mehr als etwa 50% autonomer Veränderungen der deutschen Geldbasis durch zinsinduzierte Kapitalbewegungen im gleichen Quartal neutralisiert wurden.
