Konvergenz neu beurteilt : welche Auswirkungen hat die neue Wirtschaftszweigklassifikation WZ 2008?

Mitte Februar 2013 wurden erstmals für die einzelnen Bundesländer lange Reihen aus den Volkswirtschaftlichen Gesamtrechnungen nach der Wirtschaftszweigklassifikation (WZ) Ausgabe 2008 veröffentlicht. Die Umstellung der Klassifikation hat zu erheblichen Revisionen geführt, sodass der Angleichungsprozess von Ost- zu Westdeutschland neu bewertet werden muss. Der Artikel gibt einen Überblick über die wesentlichen Änderungen der WZ-Umstellung, über das Ausmaß der Revisionen und über ihre Auswirkungen auf den Grad der Konvergenz. Es ist festzustellen, dass die Ergebnisse für die ostdeutschen Flächenländer gegenüber dem westdeutschen Durchschnitt vergleichsweise stark nach unten revidiert wurden. Dies impliziert, dass das Angleichungsniveau in der Vergangenheit deutlich überschätzt wurde. Insbesondere scheint sich der Angleichungsprozess schon eher und noch stärker verlangsamt zu haben als bislang angenommen.
