Konzept und Ziel der "Experimentierklausel" nach § 6c SGB II im System der Grundsicherung

Zum 1. Januar 2005 wurden die beiden Sicherungssysteme der Arbeitslosenhilfe und Sozialhilfe für erwerbsfähige Hilfebedürftige zusammengeführt. Sowohl die Bundesagentur für Arbeit als auch die kreisfreien Städte und Kreise sind Träger der Leistungen. In der Regel finden sich beide Träger in "Arbeitsgemeinschaften" (ARGEn) zusammen, um sämtliche Leistungen aus einer Hand zu erbringen. Die Experimentierklausel (§ 6a SGB II) zur Weiterentwicklung der Grundsicherung erlaubt aber auch, dass an Stelle der ARGEn als Träger der Leistung im Wege der Erprobung auch kommunale Träger zugelassen werden können. Durch eine Evaluierung, die im Auftrag des Bundesministeriums für Arbeit und Soziales erfolgte, sollte herausgearbeitet werden, wo die Stärken und die Schwächen des jeweiligen Modells liegen. Im Zentrum des Interesses stand dabei insbesondere die Frage, welchem Träger die (Re-)Integration in den Arbeitsmarkt, die Verbesserung der Beschäftigungsfähigkeit und die soziale Stabilisierung der Hilfebedürftigen besser gelingt. Zur Bearbeitung dieses Forschungsauftrages wurden insgesamt vier Evaluationsaufträge vergeben. Im Folgenden wird von allen vier Untersuchungsaufträgen eine Kurzfassung der erzielten Ergebnisse vorgestellt.
