Kosovo - ein Prüfstein für die EU: Im Dreieck EU-USA-Rußland wird über die langfristige Stabilität des Westbalkans entschieden
Einzig ein Veto Russlands oder Chinas scheint die Sezession Kosovos aus Serbien noch verhindern zu können. Die USA haben sich mit Unterstützung Großbritanniens für die Unabhängigkeit der Provinz ausgesprochen, noch bevor die von der UNO einberufenen Kosovo-Statusgespräche begannen. Moskau nimmt das Vorpreschen der USA als Gelegenheit wahr, die Kosovo-Frage für eigene Machtinteressen zu nutzen, vor allem im postsowjetischen Raum. Die meisten EU-Staaten bevorzugen dagegen eine behutsame Überführung Kosovos in einen neuen Status. Eine erzwungene Abtrennung Kosovos hätte negative Folgen: Zum einen entbindet sie die albanische Seite von der Pflicht, Kompromisse einzugehen. Zum anderen öffnet sie den nationalistischen und populistischen Kräften in Serbien erneut den Weg zur Macht. Die EU müsste entschiedener als bisher in den politischen Prozess eingreifen, um eine einvernehmliche Lösung für den Status Kosovos zu sichern, denn nur sie mindert die Gefahr erneuter Konflikte in der Region.
