Kreditrationierung und Treuhandpolitik / Credit Rationing and the Privatisation of the East German Economy
Zusammenfassung Kreditrationierung wurde als schwerwiegendes Hindernis für eine schnelle Privatisierung der Treuhandbetriebe und für die notwendigen Sanierungsinvestitionen angeführt. So wurde argumentiert, daß beim Verkauf von Treuhandobjekten um so mehr Investitionen zurückgedrängt wurden, je höher der Verkaufspreis lag. Dieser Artikel zeigt, daß diese Argumentation nicht richtig ist. Preissenkungen ziehen neue Käufer mit riskanteren Projekten an. Um Verluste bei Kreditverträgen zu vermeiden, werden die Banken darauf mit einer Erhöhung der Eigenkapitalquote antworten, dies reduziert die für Investitionen verfügbaren Mittel. Es zeigt sich, daß Privatisierungsumfang und Investitionsvolumen bei der von der Treuhand praktizierten Verkaufslösung nicht vom Verkaufspreis abhingen, sondern bereits durch die Höhe der anfänglichen Eigenkapitalreserven potentieller Investoren festgelegt waren. Eine Beteiligungslösung, in Verbindung mit einer weitgehenden Übernahme der Altschulden ostdeutscher Betriebe durch die Treuhandanstalt, hätte dieses Investitionshindernis vollständig beseitigen können.
