Krisenbewältigung und Krisenvermeidung: Lehren aus der Finanzkrise / Crisis resolution and future crisis prevention: lessons from the recent financial crisis
Zusammenfassung In diesem Beitrag werden erste Lehren aus der Finanzkrise zur Frage der Krisenbewältigung und einer zukünftigen Krisenvermeidung gezogen. Trotz ungewisser Erfolgsaussicht sind Aktivitäten des Staates zur Bewältigung der Krise erforderlich. Allerdings können dabei Langzeitschäden in Form einer Aufweichung der Budgetbeschränkung und von Verzerrungen im Finanzsystem auftreten. In der historischen Rückschau wird die Rolle des Staates nicht nur daran zu würdigen sein, dass der Staat maßgeblich zur Krisenbewältigung beigetragen hat, sondern auch daran, inwieweit er dabei schädliche Nebenwirkungen vermieden hat. Angesichts der großen Schäden durch die Finanzkrise hat die Aufgabe einer Krisenvermeidung in der Zukunft hohe Priorität. Jedoch wird auch eine Neuregulierung des internationalen Finanzsystems nicht verhindern können, dass in Zukunft krisenhafte Zuspitzungen an den Finanzmärkten entstehen. Das Finanzsystem bleibt unlösbar mit Risiken und einem daraus resultierenden Krisenpotential verbunden. In die gegenwärtige Krise hat eine leichtfertige Risikoanhäufung geführt; sie beruht auf Phänomenen wie Risikoentwöhnung und Herdentrieb, die allgegenwärtig sind und auch in Zukunft auftreten können. Die Finanzmarktregulierung muss Risiken an den Finanzmärkten weiterhin zulassen, weil anderenfalls die Effizienz der Kapitalallokation gestört wird.
