La Unión Europea y las Relaciones Internacionales: La integración militar europea y sus implicancias en la relación con los EE.UU.
La UE es, sin dudas, uno de los actores contemporáneos más importantes de la arena internacional; sin embargo, su estudio académico, abordaje teórico e intercalación con las RI permanece aún un área altamente subdesarrollada. En este trabajo, la gran problemática será analizar de qué manera las transformaciones por la que atraviesa la UE impactan en las Relaciones Internacionales (RI), y más específicamente, cómo impacta la integración militar europea de los últimos ocho años en la relación euronorteamericana. La hipótesis del presente trabajo consta de dos planteos íntimamente relacionados entre sí. En primer lugar, que las actuales tendencias de cambio en materia de seguridad y defensa en la Unión Europea alteran profundamente el histórico desequilibrio de fuerzas dentro de la Alianza Atlántica —forjada a principios del siglo XX y con EUA como el garante de la seguridad europea—; hecho que presagia la ulterior reestructuración de los actuales esquemas institucionales euro-norteamericanos. en segundo lugar, que como consecuencia directa de la emergencia de la UE como un actor de seguridad más autónomo y de una re-estructuración interna de la Alianza Atlántica, las bases mismas del orden internacional post-1989/91 también se verán profundamente alteradas. Este contexto en neto proceso de cambio, posiciona a la UE —desde una gama más completa de herramientas internacionales— en una privilegiada posición de autonomía, estabilidad y prosperidad, elementos que aunque aún imperfectos e incompletos le permitirán en un futuro no muy lejano resistir más satisfactoriamente que otros actores de carácter nacional los embates de un contexto global crecientemente turbulento y complejo.
