Labour market monitoring and employment policy : a study of Indonesia.

Criticizes the standard international definition of unemployment as being too restrictive to measure accurately unemployment in labour- surplus economies. Using Indonesia as a basis, proposes a definition which is based on trends in real wages which aims to reflect the real extent of labour surplus. Using this latter definition recommends incentives-oriented employment strategies which are designed to increase the demand for labour or to affect labour supply. Focuses on the period from 1976 to 1990.
