Landflucht und Lebensstandard : Hebung des Lebensstandards und der Produktivität mongolischer nomadisch lebender Haushalte

Wie in vielen Ländern der Welt gibt es in der Mongolei Landflucht. Die Lebensqualität in Städten entwickelt sich rasant, während der Fortschritt auf dem Land nur gering ist. Ein Forschungsprojekt von GMIT und TUC untersucht die Ursachen der Landflucht und Möglichkeiten, sie zu verhindern oder zu verlangsamen. In einer ersten Phase wurde eine Bestandsaufnahme der Einkommensverhältnisse und des Lebensstandards nomadisch lebender Haushalte durchgeführt. Grundlage war eine intensive qualitative und quantitative Befragung von Nomadenhaushalten in verschiedenen räumlichen und sozioökonomischen Lebenssituationen. Es zeigt sich, dass das Einkommen der Nomaden zu gering ist, um die Anschaffungen typischer dauerhafter Konsumgüter vorzunehmen, wie sie in städtischen Regionen üblich sind. Fast alle Nomaden verfügen über Telefon, Fernsehen, Solarkollektoren und Licht. Motorrad, ein PKW und/oder ein LKW sind schon deutlich weniger verbreitet. Weitere dauerhafte Konsumgüter, wie sie in städtischen Haushalten mittlerweile Standard sind (74 % Verfügungsquote), besitzen nur 10 % der Nomaden. Nomaden wünschen bessere sanitäre Einrichtungen (Toiletten, Duschen, Fließwasserversorgung). Mit hoher Intensität gewünscht werden auch bessere Wohnverhältnisse mit getrennten Wohn- und Schlafbereichen, Fenstern, Kleiderschränken und leistungsstarker, einfacherer Heizung. Gewünscht werden weiterhin Geräte zur Arbeitserleichterung wie Waschmaschinen, Gas- oder Elektroherd oder Kühl- und Gefrierschrank, die nur 31 % der Nomaden haben, gegenüber städtischen Haushalten mit 84 %. Alle Geräte sollen robust und umzugstauglich sein. Insgesamt zeigt die Untersuchung, dass sich die Wanderungsbewegungen der Nomaden von der Steppe in die Städte durch einen Wechsel der Lebensformen hin zu derjenigen Lebensform erklären lässt, welche die Erlangung des gewünschten höheren Lebensstandards ermöglicht.
