Langfristige Effekte der Regionalpolitik

Die Reduzierung regionaler Ungleichheiten ist in Deutschland ein zentrales Anliegen der Politik. Dabei erhoffen sich Politiker oft, dass temporäre Förderung einen sich selbst tragenden Entwicklungsprozess in Gang setzt. Der Umfang regionaler Umverteilung ist sowohl auf nationaler wie internationaler Ebene enorm. Bei all dem Aufwand sind die Auswirkungen dieser Politik bisher wenig verstanden. Insbesondere ist unklar, ob es gelingen kann, mit einer temporären Politikmaßnahme eine sich selbst tragende ökonomische Entwicklung in geförderten Regionen einzuleiten. Der vorliegende Beitrag zeigt, dass temporäre Politikinterventionen in der Lage sind, die Verteilung ökonomischer Aktivität im Raum langfristig zu beeinflussen. Der Umfang der Förderung war groß genug, dass die Transfers einen Einfluss auf die Entscheidung von Individuen ausüben konnten. Jedoch ergibt sich ein ernüchterndes Bild, wenn die gesamtwirtschaftliche Effizienz der Regionaltransfers betrachtet wird. Die Ergebnisse deuten auf hohe Umsiedlungsaktivitäten von Haushalten und Firmen hin. Insbesondere wenn die Kostenseite berücksichtigt wird, ist die gesamtwirtschaftliche Effizienz fraglich.
