Le rôle du capital humain en matière de retraites et de prestations familiales
Bichot Jacques. ? Human Capital in Pensions and Family Allowances. A fully capitalized pension scheme would not be possible for the population of France as a whole, for the actuarial reserve fund required would exceed the total existing amount of physical capital. However, this applies to physical capital only; if human capital were considered, the dilemma could be overcome. If human capital were to be considered a factor of production, employers' contributions to pension funds and family allowance schemes could be regarded as interest on human capital which the community has a right to use, because it has invested in its production. Family allowances and educational expenditure borne by the state absorb only a fraction of the amortization of this part of human capital. The remainder is employed for the financing of pension schemes. If one accepts a conservative estimate of 4,700,000 million francs as the amount of net capital in 1975, a rate of interest of two per cent would be sufficient to meet the cost of pensions. Such schemes are, therefore, in effect "human capitalization".
