Legal Perspectives on the Study of the European Neighbourhood Policy

The ENP occupies a particular place within the EU's external action. In contrast to other EU external policies such as the Common Foreign and Security Policy (CFSP), the Common Commercial Policy (CCP), development co-operation or humanitarian aid, it is not subject to explicit competence delimitations. Just as the EU's enlargement policy, the ENP is of a horizontal nature. Hence, the close connections between the methodology and instruments used in the framework of the ENP and in the context of the EU's pre-accession strategy can be explained from a legal perspective
