Les investissements touristiques et leur financement
Dans les plans de développement touristique, toutes les mesures que l'on propose n'entraînent pas inévitablement des investissements financiers coûteux. Au contraire, la réalisation d'un plan touristique peut mettre en valeur des biens dont l'on dispose déjà. C'est seulement dans une deuxième phase que l'on devra s'occuper de la création et de l'amélioration de nouveaux biens et services touristiques. Nous insistons sur le fait que le premier pas est d'obtenir une plus grande utilité de l'équipement touristique existant. Obtenir un degré plus élevé d'occupation des logements et moyens de transport; atténuer, le plus possible, le grave inconvénient des pointes du mouvement saisonnier, faire augmenter le nombre de visiteurs des monuments, musées, festivals et représentations culturelles, historiques et sportives, etc.; voici des objectifs qui ne supposent pas, à eux seuls, de nouveaux investissements. On pourra alléguer que l'augmentation du nombre de clients présuppose un effort d'attraction et de propagande qui occasionne des frais considérables. Ce n'est pas certain, car souvent l'amélioration du travail de propagande ne signifie pas dépenser plus d'argent mais le dépenser de meilleure façon en perfectionnant les moyens de propagande afin de les rendre plus efficaces.
