Beyond the crisp historically documented Romanian academic (1866) and university (middle of the XIXth century) drawn up – bearing in mind a surprising Schei Brasov church quasi-university school with a continuity from the XIIIth century – here is proposed a two folded synthetic drawn up overview research upon: 1. The (non)systemic Romanian original research on Parallel Tasks Systems/included into Numerical and Computational Methods for the Systems Analysis and Synthesis Problems, and related topics and the knowledge transfer regarding English research interest. 2. The (a)systemic potential of some new possible disciplines: Neuro_Engineering, Neuro_Management, Neuro_Cybernetics; an insight regarding the modelling versus non_parallel_tasks and parallel_tasks artifacts world(s). Regarding the synergy of the above topics, this study mentions the valuable original findings from the Romanian professors and academicians from the Mathematics domain, and from the Automatic Control and System Engineering domain. Also, there are presented the backgrounds, the main works, and the intellectual connections from outside Romania, and inside, for Professor Marcel Stoica (1972-2005), and for Professor Nicolae Bulz (1995-2005). The two co-authors’ work "Parteneriat creativ de bunastare / Reconstructie, modelare, simulare, emulare intru natura, societate, gandire", Editura AISTEDA, Bucuresti, 2004, ("Creative Partnership on Welfare: the Reconstruction, Models, Simulation, Emulation regarding Nature, Society, Thinking"). This work has other three prominent co-authors/within its first edition – and totalizing other eight prominent co-authors within the three editions. The work, being inward nature, society, thinking, comprises, finally, a Charta of the Creative Partnership. So, this Charta is originally proposed by the two co-authors during the 2003 summer. Certainly that this Charta remains intro and extro open, but also intro and extro closed – and yet was inspiring and drawn up seriaa of other correlated and concordant works.
